Department Social Welfare and Development removed thousands Pantawid Pamilyang Pilipino Program beneficiaries on their list in Davao Region.
One program of the Philippine government is the Pantawid Pamilyang Pilipino Program also known as 4Ps under Department of Social Welfare and Development. This aims to eradicate or eliminate poor Filipinos through providing 4Ps beneficiaries health and educational assistance particularly children ages 0–14.
The program focuses on social assistance such as cash assistance to address the short-term financial need and social development by investing capability building to 4Ps beneficiaries. Listed beneficiaries were the poorest among poor, selected through proxy-means test. Economic status being identified, ownership of assets, type of housing, education of the household head, livelihood of the family and access to water and sanitation facilities.
Recently, Department of Social Welfare and Development removed thousands of their 4Ps beneficiaries in Davao region from their list. Davao director Priscilla Razon stated, “There are some who are not supposed to be included in the list because they are not really poor,” those delisted are families who failed to meet the conditions, and due to the observable behaviors and grievances against the beneficiaries.
The national government provides conditional cash grants to extremely poor households to improve their health, nutrition and education, however certain condition being imposed for beneficiaries. Government only transfers the money to persons who meet certain criteria.
In a press conference, Razon said, “There are also cases where the family transferred residence and they cannot anymore be located but oftentimes the reason for the delisting is because of their failure to meet the conditionalities,” Monday.
In order to help poop Filipinos, government implemented such program, however found some beneficiaries not capable of the support. Program aims to decrease or reduce poverty in the country, and beneficiaries should meet conditions.
